Senior Project Manager – TOC Assurance (Heavy Civils)
Location: Suffolk / London (Hybrid Working)

Lead Commercial Assurance on Major Infrastructure ProgrammesWe're looking for an experienced Senior Project Manager – TOC Assurance (Heavy Civils) to lead commercial assurance, governance and cost oversight across major heavy civil engineering packages.
This is an excellent opportunity for a commercially focused professional with a strong background in major infrastructure, procurement, estimating or quantity surveying to play a key role in ensuring Target Outturn Costs (TOCs) are robust, transparent and deliver best value.
The RoleAs the Senior Project Manager – TOC Assurance, you will lead assurance, governance and commercial oversight across major heavy civils packages, ensuring Target Outturn Costs (TOCs) are accurate, auditable and aligned with programme objectives.
Working closely with internal teams and contractors, you'll challenge cost submissions, review procurement strategies and provide expert assurance throughout the pre-construction phase.

Key Responsibilities
  • Lead independent assurance of TOC submissions across heavy civils packages including earthworks, marine works, tunnelling, structures and enabling works.
  • Review and challenge contractor cost estimates, methodologies, pricing strategies and risk allowances.
  • Ensure compliance with governance, assurance and value-for-money requirements.
  • Support procurement strategy development and commercial packaging approaches.
  • Oversee TOC evaluation, clarification and commercial negotiations.
  • Review scope definitions and contract documentation.
  • Facilitate assurance reviews, governance forums and stakeholder workshops.
  • Produce clear reporting and recommendations for senior leadership.
  • Support programme budget forecasting and cost management activities.
  • Contribute to project risk identification, quantification and analysis, including Quantitative Schedule Risk Analysis (QSRA) and Quantitative Cost Risk Analysis (QCRA) using Monte Carlo techniques.
About You

You'll be an experienced commercial or project professional with a proven background in major infrastructure delivery.
Essential Experience
  • 15+ years' experience delivering major heavy civil engineering or infrastructure projects.
  • Strong expertise in procurement, pre-construction, estimating, quantity surveying or commercial management.
  • Experience working for a Tier 1 contractor, consultancy or major infrastructure delivery organisation.
  • Proven experience with Target Cost or Target Outturn Cost (TOC) development and assurance.
  • Strong understanding of cost planning, estimating methodologies and infrastructure delivery lifecycles.
  • Ability to interrogate complex commercial submissions and challenge assumptions constructively.
Desirable Experience
  • Knowledge of PAA and NEC contract forms.
  • Experience of QSRA and QCRA using Monte Carlo risk analysis.
  • Experience working within complex, highly regulated environments.
Qualifications
  • Degree in Quantity Surveying, Commercial Management, Civil Engineering or a related discipline.
  • Professional membership such as RICS or equivalent is desirable.
